“We literally had a sit down where we talked about the show and I asked about the suit and the tights and the flying, and they said, ‘No, absolutely not,” he continued. “Part of the reason being is that [the] show is about a teenager trying to figure out who he is. They felt that once Clark put on the cape and the suit, life became too easy, in a sense.”
The Smallville Producers Agreed With Tom Welling’s Decision

Tom Welling was met with no opposition when he decided not to wear Superman’s suit and fly, even in the series finale. In fact, he was only staying true to that spirit of the show that was communicated to him by the producers in the very beginning.
Clark Kent’s coming of age as a teenager was a central theme in Smallville. Welling portrayed the character as a high school student struggling to come to terms with his emerging superpowers and his role as a hero in the small, fictional town of Smallville.
Through his struggles and triumphs, Clark learns valuable lessons about friendship, loyalty, and the importance of standing up for what he believed in. In the end, he emerges as a true hero, ready to take on the challenges of the world as Superman. Still, Welling and the producers of Smallville felt that depicting his character after he has crossed that line would have been a betrayal of the original intent of the show.
“They wanted to focus on who this character was before that,” Welling said in the interview with EW. Money factored into the decision-making process as well, with visual effects not as advanced back then as they are now.
