Haki can be essential in a fight, but here are some characters who do well without it.
Haki is an incredible ability that exists within everyone in the world of One Piece. This power is known to be spiritual in nature and can be divided into two main categories. The first type of Haki that fans are very well aware of is the Color of Observation, which grants a 6th sense to the user and makes them hyper-aware of things such as emotions, incoming attacks, malevolent intent, and even power levels, among other things.
The second form of Haki to exist within everyone is the Color of Armament and this allows the user to manifest their spiritual energy and use it as armor to both attack and defend. A third type of Haki, known as the Color of the Supreme King, is available only to a few people and it is known to be the strongest of all types. While Haki is certainly essential for anyone to make it big in the One Piece world, not everyone possesses this power and, despite that, they have made an incredible name for themselves.
9Basil Hawkins
Hawkins is a member of the Worst Generation and he hails from the North Blue. He’s known to have a bounty of 320 million berries. Recently, Hawkins joined the crew of Kaido and in the Wano Arc, he fought against the alliance led by Luffy. He possesses the powers of the Paramecia type of Devil Fruit known as the Wara Wara no Mi, which allows him to control straws and produce them at well.
At the same time, he also has the powers of fortune-telling and tarotology, which make him a force to be reckoned with. Hawkins ended up fighting against Killer and lost the battle. His current fate remains unknown.
8Bonney
Bonney is another member of the Worst Generation, just like Hawkins. She hails from the South Blue and is famed across the One Piece world as the Big Eater. Bonney has a bounty of 320 million berries on her head. She’s known to be exceptionally powerful, thanks to her Devil Fruit which allows her to manipulate her age and the ages of everyone else that she touches.
This is temporary, however. Despite that, Bonney can easily defeat anyone with a simple touch of her hand and that is a scary ability indeed. With a power such as this, she surely doesn’t need Haki to be overpowered.
7Killer
Killer is the right-hand man of Eustass Captain Kid and the First Mate of the Kid pirates. He is a member of the Worst Generation and, along with Zoro, the only member of this group who is not a captain. Killer has amassed a massive bounty of 250 million berries on his head after the two-year timeskip. He is exceptionally dangerous in combat and has earned himself the name of Massacre Soldier.
Although Killer likely possesses the ability to use Haki, he has not been seen using this power at all.
Even when he fought against Kaido on the rooftop, Killer did not make use of this ability and, instead, made use of his Punishers to produce sonic waves and do internal damage to the dragon. Later on, he fought against Hawkins and even in that fight, he did not make use of Haki at all. It can be safely assumed that he does not rely only on Haki in combat and is strong nonetheless.
6Nico Robin
Nico Robin is the archaeologist of the Straw Hat Pirates and one of the most dangerous members of the crew. She has a bounty of 930 million berries on her head, which is proof enough that she is a fearsome woman. Robin relies completely on her Devil Fruit in combat. Her Hana Hana no Mi allows her to sprout limbs and any part of her body, including her entire body, from anywhere in her vicinity.
She can also use powers that let her produce a giant form of herself, or a demonic form known as Demonio Fleur. Robin was able to defeat Black Maria in Wano, and she accomplished this without having to rely on Haki. Undoubtedly, Robin is extremely powerful even with the lack of Haki.
5Vinsmoke Siblings
The Vinsmoke siblings are the four strongest underlings of Vinsmoke Judge and the royalty of the Germa Kingdom. They include Reiju, Ichiji, Niji, and Yonji. All of the Vinsmoke siblings are known to be extremely powerful. Upon birth, they were genetically modified and granted some special powers.

All of them were given an extremely powerful exoskeleton, as well as the ability of an enhanced recovery rate. What’s more, they were also given some special powers such as the power to produce and use electricity, light-based attacks, mechanical powers, as well as poison. All these abilities make the Vinsmoke siblings exceptional in combat and they are strong enough to fight against Yonko commanders and hold their own ground.
4Magellan
Magellan Is the former warden of Impel Down, one of the three great strongholds of the World Government. He does not rely on Haki at all. Instead, he makes use of his Doku Doku no Mi in combat and this fruit is a Paramecia type that allows him to produce and manipulate all sorts of poisons and toxins at will. Just making contact with him is enough to kill a regular human within a matter of seconds. Magellan easily defeated Luffy before the timeskip.
In fact, he even took down the entirety of the Blackbeard crew by himself, which just goes to show that he is a beast in his own right. Although he does not have Haki right now, he is a force to be reckoned with, and given the opportunity, he can take down anyone within a matter of seconds.
3Crocodile
Crocodile is a ferocious pirate in the One Piece world. He was introduced to the fans first during the Alabasta arc, where he was leading the Baroque Works on a mission to take over the land and eventually, get his hands on the Ancient Weapon Pluton. Crocodile is a veteran pirate, however, for some reason, he does not possess the ability to use Haki.

He is, however, a user of the Logia type Suna Suna no Mi. This fruit allows him to become sand and manipulate it according to his will. It also allows him to drain moisture from anything with his right hand and this is certainly an incredibly powerful ability.
2Momonosuke
Momonosuke is the Shogun of Wano and even though he’s not at the peak of his abilities just yet, he’s still very dangerous. He is a user of the Uo Uo no Mi dragon model, which is a Mythical Zoan that was replicated by Dr. Vegapunk. When it comes to its powers, he can produce fire blasts and manipulate the weather to a great degree.
He also has the incredible genes of his father, Oden, and thanks to that, Momonosuke is already a force to be reckoned with, even though he cannot control the vast majority of his powers. Above all, he can control Zunesha, the giant elephant, and defeat even the strongest of characters in just a single blow.
1Shirahoshi
Shirahoshi Is the mermaid princess of Fish Man Island and she also happens to be the Ancient Weapon, Poseidon. With her Ancient Weapon powers, she can control all the Sea Kings in existence and flatten every single island if she so wishes. Shirahoshi is known to hold the power to destroy the entire world.
This makes her the strongest known character in One Piece right now, even though she isn’t physically all that powerful. Up until recently, she had no control over her abilities, however, after the events of Fishman Island, she gained full control over her powers and can now do as she wishes. Although she does not use Haki in battle, she can take down anyone using the Sea Kings who fight on her behalf.
